Summary of Decision  Following an ex-officio investigation of the General-Directorate for Competition regarding the bid-rigging which concerns the tendering procedure "Environmental Rehabilitation - Regeneration X.AD.A. of Prefecture of Pella" and started in 2011 after an anonymous complaint, the Plenary Session of the Commission found that the companies participated in an agreement and / or harmonized practice, with the aim of manipulating the tender in question, in violation of article 1 of Law 3959/2011.

According to the decision, the nine (9) companies held a multilateral meeting before the tender in a Hotel of Edessa, as well as other individual meetings and contacts between them, during which they prepared a plan for the prior: a) determination of contractor of the project, b) the offered discounts that would ensure its promotion with the lowest possible discount (pricing) and c) the submission of coverage offers.

The Commission imposed fines totaling € 805,591 for the above offenses, taking into account the prolonged financial crisis that affected, inter alia, the construction sector.
