Summary of Decision   

By its unanimous decision, the Competition Commission approved the notified concentration concerning the acquisition by FRAPORT AG of the exclusive control of the Regional Airports of Group A (1. Thessaloniki, 2. Corfu, 3. Zakynthos, 4. Kefalonia, 5. Aktiou, 6. Kavala and 7. Chania) and Group B (1. Rhodes, 2. Kos, 3. Santorini, 4. Mykonos, 5. Mytilene, 6. Skiathos and 7. Samos) through the concession after public tenders. The public tenders were announced by Hellenic Republic Asset Development Fund for the financing, upgrading, maintenance, management and operation of the Regional Airports of Groups A and B, as this concentration does not raise serious doubts as to its compatibility with the competition rules in the relevant markets involved.

The Commission focused its substantive assessment on the following markets:

  • Participation in competitive procedures for the granting of rights to manage and operate airports,
  • Provision of airport infrastructure management and operation services, which includes the sub-markets of airport infrastructure, ground handling, other related commercial activities and
  • Provision of software / IT services for airports, as a vertical market (earlier stage) regarding the market management and operation of airport infrastructure.
Judicial Means Final. Decision has not been appealed.
